Govt Job: for Pharma candidates at ICMR – Pay 2.24 lakh PM

The Indian Council of Medical Research (ICMR) is an autonomous organization under the Department of Health Research, Ministry of Health & Family Welfare, Government of India.

ICMR is dealing with biomedical / health research in various areas, in collaboration with national/international agencies, through its Headquarters in New Delhi and 27 Institutes / Centres and a large number of field stations, situated across the country.

Post: Additional Director General

ICMR invites online applications, from Indian Citizens including persons of Indian Origin to fill up the post of Additional Director General at ICMR Hqrs. New Delhi, in Level 15 of Pay Matrix (Rs. 182200-224100) (7th CPC Scale) and usual allowances as admissible to ICMR employees for appointment under Direct Recruitment.

Essential Qualification & Experience
MD / MS/ DNB or equivalent degree* recognized by MCI
OR
First Class Master’s degree with Ph.D from a recognized University in subjects as given in Annexure-I.

(2) 17 years R&D experience in the relevant areas as listed in Annexure-I from a recognized institute, (preferably 5 years in a managerial position to handle R&D projects independently) including 3 years regular service in the Pay matrix level – 14 or equivalence as per DoPT guidelines as amended from time to time **

Note for all the specializations : Out of above experience, seven years should be in Managerial Research position viz., PI or Co-PI of scientific studies.

*Regular 2 years Masters of Public Health (MPH) with one year experience or MRCP or subjects approved by MCI/NMC will be considered equivalent to MD / DNB for positions relevant to public health.

** In case applicants are from Private Sector or Laboratories/Institutions abroad, the Screening Committee shall decide the equivalency of Pay Scale.

Note: Wherever the PG / Ph.D is not awarded with the subjects mentioned above, the screening committee will decide whether degree of the applicant will meet the requirements of the subject mentioned in Annexure-I.

Age limit:
Upper age limit is 60 years. The crucial date for determining the age limit shall be as per the guidelines of Department of Personnel and Training issued from time to time.

However, the prescribed age may be relaxed in exceptional cases for experienced and qualified candidates by DG, ICMR.

Duration of the engagement:
The appointment will be for duration of 2 years or till superannuation, whichever is earlier. During this tenure, if the incumbent is from ICMR, he/she will hold lien of his/her substantive post at ICMR.

Fee
Application Fee (non-refundable) of Rs.1500/- (Rupees one thousand five hundred only) is required. SC/ST/Women/PWD/EWS candidates are exempted from application fee. Application Fee is to be paid by candidates through online link given in the application form.

How to apply
i) Candidates should apply online on recruit.icmr.org.in .

ii) Following self attested required documents are to be enclosed with the application :-
a) Proof of Date of Birth
b) Educational qualifications
c) Experience

iii) Printout of the online application along with self attested documents may be sent by Speed Post to Assistant Director General (Admn.), Room No.407, Indian Council of Medical Research, V.Ramalingaswami Bhavan, Ansari Nagar, New Delhi-110029 so as to reach on or before 20th December. 2022.

Note
a) Ph.D. will be considered as four years experience (irrespective of the duration taken to complete the degree).
b) MD/MS/DNB will be considered as three years experience.

Other conditions
(i) Application should be submitted along with online application fees.

(ii) Application received after the closing date, for whatever reason, is liable to be rejected.

(iii) In the event of any false information furnished or suppression of any material in the application coming to notice, at any time during the recruitment process or thereafter, of a person, his/her candidature/ services would be liable to be terminated.

(iv) Incomplete or Application without supportive documents is liable to be rejected.

(v) At the time of personal discussion, the applicants working in Centre/State Government Department/ Public Sector Undertakings & Govt, funded research agencies must submit a “No Objection Certificate” from the employer with an undertaking that “the applicant will be relieved within one month of his/her receipt of appointment order”.

(vi) Any outside influence (political or otherwise) brought in by a candidate shall disqualify him/her.

(vii) Any matter for which no specific instruction has been given shall be decided by ICMR and the decision shall be final and binding on the candidates.

(viii) Any further detail/communication shall be displayed on ICMR website only. Candidates are requested to regularly visit ICMR Website, for any updates.

(ix) Any dispute with regard to the recruitment against the advertisement will be under the jurisdiction of New Delhi Court.

(x) ICMR retains the liberty to either modify or cancel or publish afresh, the vacancy circular.

Shortlisting Criteria
a) In the first instance, all the candidates who fulfill minimum eligibility in respect of age, educational qualifications and experience (wherever required) shall be short-listed.

b) If the number of such shortlisted candidates is high and it is not possible to call all of them for interview, then the ICMR shall further shortlist the candidates, on the basis of some suitable shortlisting criteria, as may be fixed by the appointing authority i.e. DG, ICMR.

Though this may vary from case to case, depending on merits, ICMR generally prefers to call candidates with higher experience in the relevant fields or candidates with higher educational qualification as the case may be and as decided by Appointing Authority.
