Jaipur: Rajasthan will prepare a three-year ‘Narcotics Control Vision 2026-29’ to prevent drug trafficking and abuse, Chief Secretary Shri V. Srinivas said on Thursday while reviewing the State’s anti-narcotics strategy at a high-level meeting in the Government Secretariat.
The Chief Secretary directed all concerned departments to act in a coordinated and effective manner against the threat of narcotic substances. He said the proposed Vision must rest on four pillars — enforcement, intelligence and operations; precursor and synthetic drug control; demand and harm reduction; and capacity building, coordination and monitoring.
He asked departments to ensure that forensic investigation in narcotics cases is carried out scientifically and effectively, that NCORD meetings are held regularly at the district level, and that information-sharing among agencies is strengthened.
Rajasthan leads in key seizures
Officials informed the meeting that seizures of opium, doda-poppy straw and MD have risen sharply and that Rajasthan currently ranks first in the country in the seizure of these substances.
The Anti-Narcotics Task Force has so far seized narcotic substances worth about Rs 730 crore and arrested 93 drug kingpins. In addition, 34 MD manufacturing factories have been busted in the State and the seized substances have been destroyed.
Regular meetings of the National Committee for Coordination on Counter-Narcotics (NCORD) are being held at the State and district levels. Special attention is being given to the 12 most vulnerable districts, where de-addiction camps are being organised, while surveillance is being tightened in hotspot districts.
5,626 cases registered; action against repeat offenders
Strict action is being taken under the NDPS Act against persons involved in trafficking and sale of narcotic substances. So far, 5,626 cases have been registered. Repeat offenders are being identified and proceeded against under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act, 1988.
Under the Nasha Mukt Bharat Abhiyaan, departments are running awareness and outreach programmes to sensitise youth and the general public to the harmful effects of drug abuse. A special campaign is also under way to make the area within a 500-metre radius of educational institutions drug-free.
Departments asked to work as one front
The meeting was attended by Additional Chief Secretary (Home) Shri Bhaskar A. Sawant, Additional Chief Secretary (Sports and Youth Affairs) Shri Praveen Gupta, Additional Chief Secretary (Industries and Commerce) Shri Shikhar Agrawal, and Additional Director General of Police (ATS, AGTF and Anti-Narcotics Task Force) Shri Dinesh M.N., along with senior officers of the concerned departments.
Officials of the Narcotics Control Bureau and the Border Security Force joined through video conference. Inspector General of Police, Anti-Narcotics Task Force, Shri Vikas Kumar made a detailed presentation on the action taken against drug trafficking in the State.
Representatives of the Police, Education, Industries and Health departments outlined measures to raise public awareness and check the illegal trade in narcotic substances.
The Chief Secretary asked all departments to convert the review into a time-bound State vision so that enforcement, prevention, treatment and monitoring move together under a single plan for 2026-29.
