To stop the misuse of the Restricted and prohibited drugs like oxytocin which are freely available in the open market stores, High Court, Himachal Pradesh, sent strict notice to all State Drug Controllers in the country to take regulatory control over manufacture, sale, and distribution of oxytocin.

In a letter, the court clearly mentioned constituting a special force to keep a check on distribution, manufacturing, and sale in each district of each State to confirm no prohibited/regulated drug can be easily available in the market.

States with their concerned departments where licenses for  oxytocin manufacturing have been issued should examine the licenses of all existing manufacturers to confirm that the same has been issued strictly in accordance with Drugs and Cosmetics Act, 1940 and Rules 1945 and that the manufactures mandatorily comply with all the conditions of Drugs and Cosmetics Act, 1940 and Rules 1945, framed thereunder.  In case of violations, Immediate appropriate actions as per the statutory provisions should have been taken.

The court also mentioned that the State Drug Controllers will place details of licenses issued to various manufacturers along with a monthly statement of production and sales of oxytocin with complete particulars and details made by the manufacturers on their websites by every 10th of the each month. Oxytocin manufacturers submit needs to submit data prior so that data can be accessible at Drug Controller by 7th of every month.

These steps if followed accordingly then we can expect good output from it. The manufacturers of all prohibited drugs need to maintain records, as required under the law and the same shall be produced for inspection after every quarter before the officer specifically deployed for this purpose by the DCGI.
